A climate adaptation negotiation simulation. Students play UNFCCC negotiating blocs deciding which adaptation indicators the world will adopt — and discover that measurement choices are political choices.
At COP30, 78 experts had spent two years reducing 9,529 proposed adaptation indicators to 100. Negotiators adopted 59. Which survived — and in what words — was decided through consensus among blocs with very different stakes.
In the simulation, four blocs negotiate 12 of those indicators. Each can be kept as written, modified, or cut. There is no correct answer: in the debrief, the group compares its outcome with what real negotiators decided — and explores why they differ.
